The results of the household photovoltaic financing program are now available. On this page in the UMIS, the results of the evaluation under the program BG-RRP-4.026 “National scheme for supporting households in the field of energy from renewable sources” have been published. A total of 1,800 applicants submitted applications, of which 200 were rejected. In this article, we will discuss what the next steps are and what to expect in terms of implementation conditions if you have been approved for financing.

Basic steps after approval for financing photovoltaics for households

Conclusion of a contract for financing photovoltaics for households

The first step in the process is to sign a contract for financing photovoltaics for households with the relevant monitoring and reporting structure under the program, namely the Ministry of Energy. Expect to receive a sample declaration for signature and to be required to provide a new certificate of lack of obligations from the municipality. After you return these documents, you will be sent a contract for signature.

Changes to the initial offer for photovoltaics for households

Any changes to the initial offer for the supply and installation of equipment will be formulated as an annex to this contract. The updated offers must be at the same price and technical parameters or better price (while maintaining the technical) or technical (while maintaining the price) parameters. Changes in the contract budget leading to an increase in the initially agreed percentage and amount of the grant are inadmissible.

Implementation of the project for a photovoltaic system for households

Payment request and report for household photovoltaics:

  • For photovoltaic systems that have already been built before submitting a financing proposal, a payment request and a financial and technical report should be submitted within 1 month after signing a financing contract.
  • For systems that will be implemented after the conclusion of the contract, these documents shall be submitted within 1 month after the deadline for project implementation specified in the financing contract.

The duration of implementation of each project should not exceed 18 months, starting from the date of entry into force of the contract.

Financing photovoltaic systems for households with their own funds

Each household initially finances the construction of the system with its own funds, subject to the terms of the financing contract and the budget of the approved financing proposal. The grant will be provided after the investment is completed and based on an approved final payment request. The Ministry of Energy makes the payment within 30 days from the date of receipt of the payment request, and in cases provided for in the general terms and conditions of the contract, this period may be suspended.

Required documents to prove construction

The required documents regarding the construction of the systems are:

  • a handover protocol, which should indicate the name and number of the
  • the certificate of the person who carried out the installation;
  • a declaration under Art. 151, para. 10, sentence two of the Spatial Planning Act, signed by the owner of the dwelling and the contractor of the system;
  • evidence that the declaration has been notified to the chief architect of the municipality and the operator of the relevant electricity distribution network;
  • invoices for delivery and installation of equipment;
  • payment documents: receipts or a copy of a payment order.

Maintenance and obligations of the beneficiary of photovoltaic systems for households

Within 5 years of receiving the funding, the beneficiary is obliged to maintain the system and accordingly not to allow: termination of the production, consumption and storage of electrical energy, assignment and/or rental of the system to third parties. The beneficiary is obliged to use the dwelling in which the system is installed only for residential purposes and there is no legal entity registered at the address of the dwelling.

Transfer of ownership of property

In the event of a transfer of ownership of the property in which the system is installed, before the expiration of 5 years from the date of receipt of the financing, the beneficiary is obliged to ensure the consent and signing by the new owner of a contract/contractual clause, by which the new owner undertakes to fulfill the terms of this contract for the remainder of the specified period.

In the event of failure to comply with any of the above obligations, the grant will be required to be recovered. Compliance with this obligation will be verified by carrying out on-site inspections, including unannounced ones, and/or requesting documents to establish whether the relevant asset is being used in the designated location and for the purposes of the investment, as well as whether it is in operation.

Insurance for household photovoltaic systems

The final recipient is obliged to insure the system against theft, intentional actions of third parties, fire and other natural disasters and other relevant risks for a minimum of 5 years from the date of receipt of the grant.
