procedure<strong data-start=\"494\" data-end=\"600\"> BG16FFPR003-4.011 &#8220;Support for photovoltaic systems and facilities in micro, small and medium-sized enterprises&#8221;<\/strong> is<strong data-start=\"603\" data-end=\"633\"> open for applications<\/strong> in the MIS 2020 from <strong data-start=\"649\" data-end=\"677\">19.12.2025 (11:00 a.m.)<\/strong> to<strong data-start=\"681\" data-end=\"709\"> 24.03.2026 (5:00 p.m.)<\/strong>.<\/p>\n<p data-start=\"482\" data-end=\"748\">The conditions for application and implementation of investments are <a href=\"https:\/\/eumis2020.government.bg\/bg\/s\/Procedure\/Info\/04096806-593d-454b-9425-b2f9f7dea399\" target=\"_blank\" rel=\"noopener\">published on the UMIS website.<\/a><\/p>\n<p data-start=\"750\" data-end=\"1051\">The funding is aimed at investments in <strong data-start=\"794\" data-end=\"880\">photovoltaic installations in combination with local storage facilities (batteries)<\/strong> to reduce electricity costs, improve energy independence and support the transition to a cleaner economy.<\/p>\n<h2>What does the program fund?<\/h2>\n<p>The program provides grants for SMEs that want to build photovoltaic installations and systems for storing the energy produced.<\/p>\n<p>It includes two main components.<\/p>\n<h3><strong>Component 1: for own consumption<\/strong><\/h3>\n<p data-start=\"1110\" data-end=\"1356\">Component 1 is for enterprises that will use the <strong data-start=\"1181\" data-end=\"1208\">produced energy for their own needs<\/strong>, with the installation being up to <strong data-start=\"1230\" data-end=\"1241\">1 MW<\/strong> and being<strong data-start=\"1244\" data-end=\"1296\"> implemented in combination with a battery<\/strong> (local storage).<\/p>\n<p data-start=\"1358\" data-end=\"1626\">Important restriction: the<strong data-start=\"1377\" data-end=\"1402\"> installed capacity<\/strong> of the PV system for own consumption should <strong data-start=\"1444\" data-end=\"1510\">not exceed more than 2 times the provided capacity<\/strong> (according to the certificate\/contract with the ERD), but in all cases<strong data-start=\"1566\" data-end=\"1587\"> no more than 1 MW<\/strong>.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-89415 size-full alignnone\" 100vw, 1440px\" \/><\/p>\n<h3><strong>Component 2: for energy sales<\/strong><\/h3>\n<p>Component 2 is for enterprises that build a PV system for <strong data-start=\"1740\" data-end=\"1792\">selling electricity on the free market<\/strong>, with an allowable capacity of<strong data-start=\"1814\" data-end=\"1825\"> up to 5 MW<\/strong>, and here too the installation should be in<strong data-start=\"1863\" data-end=\"1889\"> combination with batteries<\/strong>.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Territorial scope of support for photovoltaic systems and facilities<\/strong><\/h2>\n<p data-start=\"1959\" data-end=\"2069\">Financing is available only to SMEs operating and applying for investment in the territory of:<\/p>\n<ul data-start=\"2070\" data-end=\"2320\">\n<li data-start=\"2070\" data-end=\"2089\">\n<p data-start=\"2072\" data-end=\"2089\"><strong data-start=\"2072\" data-end=\"2089\">Pernik region<\/strong><\/p>\n<\/li>\n<li data-start=\"2090\" data-end=\"2112\">\n<p data-start=\"2092\" data-end=\"2112\"><strong data-start=\"2092\" data-end=\"2112\">Kyustendil region<\/strong><\/p>\n<\/li>\n<li data-start=\"2113\" data-end=\"2138\">\n<p data-start=\"2115\" data-end=\"2138\"><strong data-start=\"2115\" data-end=\"2138\">Stara Zagora region<\/strong><\/p>\n<\/li>\n<li data-start=\"2139\" data-end=\"2320\">\n<p data-start=\"2141\" data-end=\"2320\"><strong data-start=\"2141\" data-end=\"2174\">10 municipalities from the Maritsa Basin<\/strong>: <strong data-start=\"2175\" data-end=\"2282\">Nova Zagora, Yambol, Simeonovgrad, Harmanli, Topolovgrad, Haskovo, Dimitrovgrad, Elhovo, Sliven and Tundzha<\/strong><\/p>\n<\/li>\n<\/ul>\n<p>These areas are a priority, as it is there that the local economy is expected to reorient towards cleaner energy sources.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Who can apply for the SME Energy Efficiency Program?<\/strong><\/h2>\n<p data-start=\"2356\" data-end=\"2394\">The following can apply under the procedure:<\/p>\n<ul data-start=\"2395\" data-end=\"2732\">\n<li data-start=\"2395\" data-end=\"2474\">\n<p data-start=\"2397\" data-end=\"2474\"><strong data-start=\"2397\" data-end=\"2442\">traders under the Commercial Act \/ cooperatives<\/strong> (or equivalent persons from the EEA),<\/p>\n<\/li>\n<li data-start=\"2475\" data-end=\"2534\">\n<p data-start=\"2477\" data-end=\"2534\">with <strong data-start=\"2488\" data-end=\"2533\">micro, small or medium-sized enterprise (SME) status<\/strong>,<\/p>\n<\/li>\n<li data-start=\"2535\" data-end=\"2732\">\n<p data-start=\"2537\" data-end=\"2732\">who, at the time of application, are <strong data-start=\"2573\" data-end=\"2604\">conducting business activities<\/strong> in the eligible districts\/municipalities and are applying for investments that will be implemented there.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2734\" data-end=\"2826\"><strong data-start=\"2734\" data-end=\"2824\">Minimum net sales revenue for 2024 (for existing businesses over 2 years):<\/strong><\/p>\n<ul data-start=\"2827\" data-end=\"2950\">\n<li data-start=\"2827\" data-end=\"2855\">\n<p data-start=\"2829\" data-end=\"2855\"><strong data-start=\"2836\" data-end=\"2853\">micro: \u2265 100,000 BGN.<\/strong><\/p>\n<\/li>\n<li data-start=\"2856\" data-end=\"2884\">\n<p data-start=\"2858\" data-end=\"2884\"><strong data-start=\"2865\" data-end=\"2882\">small: \u2265 250,000 BGN<\/strong><\/p>\n<\/li>\n<li data-start=\"2885\" data-end=\"2950\">\n<p data-start=\"2887\" data-end=\"2950\"><strong data-start=\"2895\" data-end=\"2912\">average: \u2265 800,000 BGN<\/strong><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2952\" data-end=\"3127\">Restriction:<strong data-start=\"2965\" data-end=\"3017\"> one applicant, together with affiliated enterprises<\/strong>, is entitled to submit<strong data-start=\"3039\" data-end=\"3052\"> only one project<\/strong> proposal under the procedure.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>Amount and intensity of aid for photovoltaic systems and installations<\/strong><\/h2>\n<table BGN<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/p>\n<p data-start=\"3529\" data-end=\"3570\">The intensity depends on the aid regime:<\/p>\n<ul data-start=\"3571\" data-end=\"3948\">\n<li data-start=\"3571\" data-end=\"3645\">\n<p data-start=\"3573\" data-end=\"3645\">for <strong data-start=\"3577\" data-end=\"3591\">de minimis<\/strong>: <strong data-start=\"3593\" data-end=\"3603\">up to 65%<\/strong><\/p>\n<\/li>\n<li data-start=\"3646\" data-end=\"3948\">\n<p data-start=\"3648\" data-end=\"3754\">under the<strong data-start=\"3652\" data-end=\"3694\"> &#8220;regional investment aid&#8221;<\/strong> regime (different intensity by type of expenditure and size of enterprise):<\/p>\n<ul data-start=\"3757\" data-end=\"3948\">\n<li data-start=\"3757\" data-end=\"3834\">\n<p data-start=\"3759\" data-end=\"3834\"><strong data-start=\"3762\" data-end=\"3790\">for photovoltaic installations<\/strong>: <strong data-start=\"3792\" data-end=\"3799\">65%<\/strong> (micro\/small) and<strong data-start=\"3816\" data-end=\"3823\"> 55%<\/strong> (medium)<\/p>\n<\/li>\n<li data-start=\"3837\" data-end=\"3948\">\n<p data-start=\"3839\" data-end=\"3948\"><strong data-start=\"3842\" data-end=\"3866\">for batteries<\/strong> (storage):<strong data-start=\"3868\" data-end=\"3875\"> 50%<\/strong> (micro\/small) and<strong data-start=\"3892\" data-end=\"3899\"> 40%<\/strong> (medium)<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p>The total budget of financial support for photovoltaic systems and facilities amounts to BGN 141.77 million, provided by the Just Transition Fund and national co-financing.<\/p>\n<p>Supported enterprises must maintain the sustainability of the project for at least three years after its final completion.<\/p>\n<p>&nbsp;<\/p>\n<h2><strong>What expenses are eligible?<\/strong><\/h2>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-89419\" 100vw, 280px\" \/><\/p>\n<p>Local storage facilities (batteries) must have a<strong data-start=\"4069\" data-end=\"4098\"> minimum capacity (kWh)<\/strong> equivalent to storing <strong data-start=\"4125\" data-end=\"4172\">at least 1 hour for 100% of the installed capacity<\/strong> of the PV system under the project.<\/p>\n<p>Equivalent combinations are also permissible (e.g.<strong data-start=\"4247\" data-end=\"4264\"> 2 hours for 50%<\/strong> or <strong data-start=\"4269\" data-end=\"4286\">4 hours for 25%<\/strong> of power).<\/p>\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">\n<p data-start=\"4382\" data-end=\"4433\">The PV system with batteries must be built on:<\/p>\n<ul data-start=\"4434\" data-end=\"4751\">\n<li data-start=\"4434\" data-end=\"4578\">\n<p data-start=\"4436\" data-end=\"4578\"><strong data-start=\"4436\" data-end=\"4485\">building\/property \u2013 fully owned by the applicant<\/strong>,<strong data-start=\"4492\" data-end=\"4540\"> the building must be put into operation on the date of application<\/strong>, <strong data-start=\"4571\" data-end=\"4578\">or<\/strong><\/p>\n<\/li>\n<li data-start=\"4579\" data-end=\"4751\">\n<p data-start=\"4581\" data-end=\"4751\"><strong data-start=\"4581\" data-end=\"4623\">building\/property with established building rights<\/strong> for the applicant (again with a building put into operation on the date of application).<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4753\" data-end=\"4901\">It is not permissible for the investment to be carried out on a building\/property used by the applicant under <strong data-start=\"4843\" data-end=\"4860\">lease\/concession.<\/strong><\/p>\n<p>However, projects that have already been implemented or those that receive support from other programs are not funded in order to avoid double funding.<\/p>\n<p>&nbsp;<\/p>\n<h3><strong>Implementation period and sustainability<\/strong><\/h3>\n<p data-start=\"6113\" data-end=\"6249\">The deadline for project implementation is<strong data-start=\"6156\" data-end=\"6172\"> up to 24 months<\/strong>, but no later than<strong data-start=\"6192\" data-end=\"6209\"> 31.12.2029<\/strong>.<\/p>\n<p data-start=\"6251\" data-end=\"6527\">After the aid is paid, <strong data-start=\"6312\" data-end=\"6327\">sustainability requirements<\/strong> usually apply &#8211; the assets must be used for their intended purpose and not be alienated\/given away contrary to the conditions for a certain period (including restrictions on
