Legalization process – Energy, plants over 30kW

1. Preliminary study

Preliminary study of the conditions for the construction of a solar power plant, preparation of a preliminary offer, estimated production and analysis of the investment.

2. Design visa

The client submits a request for a visa for the design of a solar power plant to the Chief Architect of the relevant Municipal Administration (2).
Requirements under the ZTA: presence of a massive building on the property reflected in a sketch or a development plan for rezoning the property (for a FEC).

3. Request for examination of the conditions for accession

We assist clients with preparing the application to the local ERP. Required documents (1):

  • sample request
  • copy of a sketch of the property
  • estimated production of the plant
  • declaration of waiver of preferences
  • copy of design visa
  • copy of ownership/right of use document

4. Accession Opinion

Based on a submitted request, EPR issues an Opinion on the connection of a producer to the distribution network.
The opinion includes information regarding;

  • the permitted capacity for construction of solar power plants
  • Connection point of the FPP

5. Technical project

According to an opinion for accession, a design visa and a site inspection, the designers of “ES-3” prepare a technical design of the FPP.
The technical project includes;

  • electrical part
  • constructive part

6. Project coordination with ERP

The technical project prepared by “EC-3” is submitted for approval by the local ERP.

7. Coordination of the project with the Municipal Administration

The technical project approved by the ERP is submitted for coordination with the Municipal Administration.

8.Building permit

It is issued by the Chief Architect of the municipality based on an approved project.

9. Accession Treaty

A request for a Connection Agreement is submitted to a local ERP, which describes the technical conditions for connecting the FPP, as well as the connection fee.
Required documents:

  • copy of Building Permit
  • sample request

10. Contract for the construction of a solar power plant

Based on a technical project and a signed contract for connection with the ERP, a contract is prepared and concluded between the client and us for the supply of equipment, construction and commissioning of the PV plant.

11. Supply of equipment and construction of a solar power plant

At “ES-3” we maintain stock of all necessary components and plan the implementation of our projects so that at the time of signing a contract with us, the equipment for your solar power plant is available in our warehouse.

12. Application for completed installation and Request for access contract

After completion of the construction, the client submits an Application for Installation to the ERP.
Required documents:

  • sample applications
  • declaration from a company that performed construction work
  • declaration from design engineer
  • equipment protocols and certificates
  • training protocols and certificates

13. Statement of facts and Declaration (3)

Based on a submitted Application for completed installation, a commission is scheduled to conduct an inspection to determine the suitability of the facility for connection to the network. EPR issues a protocol for establishing the suitability for use of the plant in accordance with Art. 147, para. 2, item 14 of the ZUT. After installing a panel with measuring equipment, EPR prepares a Declaration, a copy of which is given to the client.

14. Purchase Agreement

Based on a Constant Protocol, the client concludes a purchase contract with a licensed electricity trader.

15. Request for inclusion

The ERP installs a switchboard and issues an order for the FPP to connect to the grid. “ES-3” puts the FPP into operation. A copy of the Purchase Agreement and Declaration of Installed Equipment shall be attached to the request.

16. The FPP produces and supplies electricity to the grid

The client issues monthly invoices for the electricity produced to the ERP, based on monthly protocols issued by the ERP.
Every 10 months, the producer submits to AUER an Application for the issuance and transfer of guarantees of origin of energy from RES.
